A national network exists, but participation in business-to-business trade is voluntary — often alongside an obligation on public bodies to be able to receive e-invoices. Anyone who wants to invoice electronically here can; nobody has to.

⚠ Russia has no nationwide e-invoicing mandate: electronic document exchange through authorised operators is voluntary for ordinary invoices. Only documents for an exhaustively listed set of traceable goods and for marked goods must be electronic — a sectoral requirement, not a requirement of form.
