E-invoicing mandate — Zimbabwe

Alongside or instead of an invoicing obligation there is a reporting duty: turnover or transaction data go to the tax administration continuously or periodically. The invoice itself often remains free in form.

The stages over time

  1. 12/31/2023

Zimbabwe · reporting obligation in force unverified

Legal basis: ZIMRA Public Notice No. 92 of 2023 — Fiscalisation Data Management System (Statutory Instrument 104 of 2010; Income Tax Act [CAP 23:06] § 90) · Last reviewed: 10/27/2026
  2. 5/31/2025

Zimbabwe · between businesses in force unverified

Since this date the fiscal device must also transmit the buyer's VAT details, and input tax is pre-populated from the FDMS — only what appears there as valid may be deducted. ⚠ In effect, receipt fiscalisation has thereby become an invoicing obligation in business-to-business trade.

Legal basis: ZIMRA Public Notice No. 30 of 2025 — Übertragung der Käuferdaten an das FDMS · Last reviewed: 10/27/2026

What Invoiceflair can do — Zimbabwe

Zimbabwe: the engine currently carries no national format of its own. Validating, viewing and converting the European formats remains available — only a country-specific mandatory format is missing.

Stated limit: Invoiceflair creates, validates and reads formats. It is not a Peppol access point and not a clearing service — it does not perform transmission to an authority's platform.
