E-invoicing mandate — Japan
A national network exists, but participation in business-to-business trade is voluntary — often alongside an obligation on public bodies to be able to receive e-invoices. Anyone who wants to invoice electronically here can; nobody has to.

Japan · invoice content and registration in force
⚠ This is not an e-invoicing mandate. The Qualified Invoice System governs what an invoice must state, who may issue one (registration with the tax office) and how long it must be kept — not the medium. Verified against the statute: a qualified paper invoice remains valid. Without one the buyer loses the input tax credit; the form stays free. The national Peppol profile JP PINT is available and voluntary.
