E-invoicing mandate — Netherlands
A national network exists, but participation in business-to-business trade is voluntary — often alongside an obligation on public bodies to be able to receive e-invoices. Anyone who wants to invoice electronically here can; nobody has to.

Netherlands · to public authorities in force unverified
⚠ The widely quoted Dutch "obligation since 2017" is a central-government procurement condition, not a statute. The only parties under a legal duty are the contracting authorities — and their duty is to receive and process, not the suppliers' duty to send. There is no obligation between businesses.
