E-invoicing mandate — Bulgaria

Alongside or instead of an invoicing obligation there is a reporting duty: turnover or transaction data go to the tax administration continuously or periodically. The invoice itself often remains free in form.

⚠ Bulgaria is pursuing two separate projects at very different legal stages, which are regularly presented as one package: the SAF-T reporting duty is law in force and rolls out from 2026 in five stages until 2030. The B2B invoice clearance over the planned platform, by contrast, was still a draft in consultation at the end of October 2026 — deriving an obligation from it would be premature.
